WHEREAS: The Department of Public Works (DPW) is responsible for the Maintenance of public fields, including the painting of field lines; and WHEREAS: The scheduling of field line painting must consider weather conditions, vendor availability, and adequate drying time to avoid disruption to scheduled activities; and WHEREAS: A recent incident resulted in the cancellation of games due to wet paint on the field, which could have been avoided with better communication and planning; NOW, THEREFORE, BE IT RESOLVED: That the DPW shall notify the Parks & Recreation Department of any scheduled field painting at least 48 hours in advance, providing details on when the lines will be painted and the estimated drying time, considering weather conditions; AND BE IT FURTHER RESOLVED: That Parks & Recreation shall ensure that no permits are issued for field use during the drying period, allowing adequate time for the lines to dry before any activities are scheduled; AND BE IT FURTHER RESOLVED: That in cases where the vendor’s availability may affect the schedule, DPW and Parks & Recreation shall coordinate to minimize disruptions, ensuring that alternative dates for painting are considered, particularly in inclement weather and Parks & Recreation shall notify affected leagues, teams, and permit holders of field availability updates due to maintenance or weather-related delays; AND BE IT FURTHER RESOLVED: That the City shall review this policy on an annual basis to ensure it continues to meet the needs of the community and minimize disruptions to public field use.
