Land Use Committee

Joint Meeting with Planning Board

The Land Use Committee met jointly with the Planning Board for public hearings on five Mayor's Request zoning amendments, and kept all five in committee. They would correct parking maximums, remove ground story elevation requirements, align the ordinance with state law on protected accessory dwelling units, clarify principal entrance requirements, and update terminology for affordable dwelling units and commercial spaces.

Housing, Community Development and Equity Committee

The Housing, Community Development and Equity Committee recommended approval of the 2026-2027 HUD One Year Action Plan for the Community Development Block Grant, HOME, and Emergency Solutions Grant programs, and recommended that a duplicate filing of it be placed on file. It recommended that the resolution on partnering with Saint James Church over underused space be marked work completed. Items on the ADA Coordinator vacancy and a public list of community-use spaces stayed in committee.

Public Health and Public Safety Committee

The Public Health and Public Safety Committee kept the Cummings School Winter Warming Center After Action Report and a resolution on street harassment near Prescott and School Streets in committee. It also kept in committee the Gilman Square Neighborhood Council's comments on McGrath Boulevard and a request for monthly homelessness updates. The committee recommended marking work completed on off-leash dog comments and on latching trash barrels for rodents.

City Council

The City Council approved a Grant of Location for Eversource conduit on Newton Street, a $350,000 appropriation for immigrant legal services, $255,045 for Vision Zero, and a late-night license for Wings Over Somerville. It ordained a non-union salary amendment and a Chapter 6 amendment, and approved a special election for the Ward 2 and Ward 3 vacancies. It sent items on dumpster enforcement and the 808 Windsor Place bankruptcy to discussion, and referred a $2,082,498 fire truck bond to committee.

Licenses and Permits Committee

The Licenses and Permits Committee held a public hearing on a new Extended Operating Hours License for Wings Over Somerville at 519 Somerville Avenue, which would allow in-store, take-out, and delivery service until 2am. The committee recommended that the license be approved. It also accepted the minutes of its June 24, 2026 meeting.

Finance Committee

The Finance Committee recommended approval of a $350,000 appropriation from the Immigrant Legal Services Stabilization Fund for legal services for immigrants and asylum seekers, and $255,045 for FY2027 Vision Zero efforts. It also recommended leases for commercial arts space at the Somerville Armory, 191 Highland Avenue, and four State 911 Department grants to the Police Department. Other recommended items included a $215,919.15 Health and Human Services grant and $80,852.95 in prior year DPW invoices.

Legislative Matters Committee

The Legislative Matters Committee recommended approval of formal recognition of the Davis Square Neighborhood Council under Chapter 7, Article IX of the Code of Ordinances, and recommended marking two related communications, including comments from 6 residents, work completed. It also recommended approving a Home Rule Petition to regulate anticoagulant rodenticides, an amendment to Section 2-323 updating non-union positions and salaries, and ordinance amendments to Chapter 3, Article VIII, Division 1 and to Chapter 6.

The Council ordained an amended Zoning Ordinance change on homeless shelters, approved the Assembly Square and East Somerville UCH-TIF zone and plan, and sent six Mayor's zoning amendments, including parking maximums and accessory dwelling units, to committee for recommendation. It approved a $332,497 Tufts Street soil remediation fund and a $315,000 sewer separation transfer, and referred a $350,000 immigrant legal services appropriation. School Building Facilities and Maintenance Committee

These included voter petitions for hearings on police body-worn cameras (89 voters) and a proposed ethical procurement ordinance (74 voters). The other three items concerned the Davis Square Neighborhood Council's request for formal recognition as a neighborhood council.

Land Use Committee

The Land Use Committee met September 3 and recommended approval of the Mayor's request for an Urban Center Housing Tax Increment Financing (UCH-TIF) Zone, Plan, and Form of Agreement for Assembly Square and East Somerville. It also recommended approval, as amended, of a Zoning Ordinance change to Section 2.1.1 regarding homeless shelters. The committee accepted the May 21 and June 18 minutes.

The Finance Committee recommended approval of all the Mayor's requests before it. These included creating a Tufts Street Soil Project Stabilization Fund with a $332,497 payment from Unifirst Corporation and appropriating that amount for remediation at 50 Tufts Street, plus a $315,000 transfer for Morrison Avenue and Davis Square sewer separation design. It also backed several grants, including $366,729.25 for Bluebikes e-bikes and docking stations and $284,700 for the Eastern Washington Street transit project.

A Cultural District resolution for East Somerville was withdrawn.
