Requesting approval to create the Community Composting Program Stabilization Fund.

To the Honorable City Council: The Mayor respectfully requests that this Council approve the creation of the Community Composting Program Stabilization Fund and accept $350,000 from Unreserved Fund Balance ("Free Cash") for the Fund, under the provisions of MGL 40, Section 5B. This Fund will be used for the purpose of developing and implementing a pilot community composting program. The Fund will encompass all administrative, marketing, and operational expenses of the pilot program. Acceptable sources of revenue shall include city appropriations, grants, and gifts.
