The city council shall not unreasonably withhold confirmation of appointments, shall adhere to any merit principles identified in applicable law, including, but not limited to applicable civil service law, and shall accompany a rejection with a written statement describing the reason, which shall be delivered to and placed on file with the city clerk within 30 days of that rejection. The question on confirmation of any appointment submitted by the mayor shall not be subject to the procedure of charter objection provided in section 2-9(b) of this charter.

That Section 3-5 of the Charter Review Committee's proposed Charter text be amended by adding the following subsection and renumbering subsection (c) to (d): (c) Civil Service Employees - The mayor may appoint, subject to confirmation, members and officers of the police department and fire department.

That Section 5-3 of the Charter Review Committee’s proposed Charter text be amended to read: The mayor and city council shall provide a review to be made of all municipal employee compensation at 5-year intervals to ensure compensation is distributed equitably across all municipal employees and to the greatest extent possible compensation is sufficient to live in the city examine whether compensation reflects principles of equity and to the greatest extent possible is sufficient for municipal employees to live in the city. This review shall be made by a special committee to be established by ordinance, and the initial review shall be implemented as provided in Section 9-7(b).

Chief Vargas told the Council that she has worked for the State of Rhode Island and has executed successful plans, written policies, provided legal counsel, drafted municipal ordinances, and developed policies to continue growth in various departments. She noted that she presently also serves as a municipal councilor. She views her position here as a problem solver, making sure that city services have no interruptions. She is looking forward to working with councilors and said that the point of contact for departments has not changed. In her brief time here, she has noticed some overlapping of departments. Councilor Burnley commented that he was curious about the relationship between the City Council and the Chief Administrative Officer regarding policy concerns, to which Chief Vargas said she welcomes feedback and conversation from councilors. Councilor McLaughlin asked about the difference between CAO and City Manager positions and Chief Vargas replied that a City Manager deals more with the operational side of government, whereas a CAO works with the mayor and City Council to achieve benchmarks efficiently.\cf1\f1\par }

The goal is centered so that language access services are accessible, equitable, effective and do no harm, i.e., interpretations are accurate. The City Council may request interpretation (oral) or translation (written) services via an online Language Access Request Form. She explained the process of handling requests and offered some preliminary steps to be considered before submitting a request. She asked for feedback after services have been delivered to ensure that needs are being met. When there is a known specific language need, the process will be expedited as much as possible.\par \pard Councilor Gomez Mouakad asked about posting information, in languages besides English, on how to request services and she spoke about moving to a different virtual meeting platform. She asked if meetings should be prepared for by demographics and if councilors could reach out to SomerViva for help in communicating with constituents in real time. Councilor Kelly asked about tension between making a request and then having no one show up to take advantage of the service and Deputy Director Gamble explained that the goal isn\rquote t to have the whole community attend. Staff will keep working until it becomes likely that people will show up because they\rquote ve heard about the services.\cf1\f1\par }

The team attempts to track deed changes through public documents and then determine if tenants are being displaced. For those tenants facing displacement, the volunteers advise them of their rights and try to assist them. The program began last August and now has 30 volunteers. Since its inception, the team has tracked 256 multi-unit building sales in the city and of those, contact has been made with 133 of them through in person literature drops, door knocking, or mail. The staff has put together a training program for volunteers and is hoping to get tenants organized. The team has made some recommendations for city-level policies.\par \pard Councilor Strezo asked what efforts are being made to expand Section 8 rentals and Director Eigbrett replied that CAAS has been more on the crisis remediation side of tenant matters.\cf1\f1\par }
