This meeting was held virtually via Zoom and was called to order at 6:02 pm by Chair Scott and adjourned at 6:12 pm with a roll call vote of 3 in favor (Councilors Davis, Ewen-Campen and Scott), none opposed and two absent (Councilors Strezo and Mbah) Others present: Angela Allen - Chief Procurement Officer, Brendan Salisbury - Legislative and Policy Analyst, Cynthia Amara - City Solicitor and Delaney Fisher-Cassiol - Clerk of Committees .

    25-1407 Mayor's Request Recommended to be approved as amended

    Requesting approval of a Home Rule Petition to raise the sound business practices and written quote contract thresholds under Massachusetts General Laws Chapter 30B for city contracts with certified disadvantaged businesses.

    {\rtf1\ansi\ansicpg1252\deff0\deflang1033{\fonttbl{\f0\fnil\fcharset0 Times New Roman;}} {\colortbl ;\red0\green0\blue0;} \viewkind4\uc1\pard\cf1\f0\fs24 Chief Procurement Officer Angela Allen explained that the City Solicitor and the Office of Intergovernmental Affairs collaborated to prepare the redlined updates in the document titled \i Legislative Matters - 2025-10-20 HRP-Procurement (Amended) (with 25-1407).\i0 These revisions provide greater flexibility by allowing consideration of certifications from other states or agencies outside of Boston or Massachusetts. They also clarify the language and address previous concerns raised by the City Clerk. Councilor Davis noted that the updates offer helpful clarification and stated that he is ready to move forward.\par \par \ul\b Chair Scott moved to accept the amendments in the document \i Legislative Matters - 2025-10-20 HRP-Procurement (Amended) (with 25-1407). \i0 The motion was approved on a roll call vote of 3 in favor (Councilors Davis, Ewen-Campen and Scott), 0 opposed and 2 absent (Councilors Strezo and Mbah).\par }
