Councilor Burnley asked what outcome Councilor Pineda Neufeld was seeking with this order and she replied that she would like multi-language educational door hangers, education on proper disposal methods, flyers and anything else that would help. Councilor Strezo would like to see getting school children involved in some fashion and Chair Ewen-Campen suggested possibly utilizing a summer jobs program.\cf1\f1\par }

Report of the Special Committee on Charter Review, meeting as a Committee of the Whole on February 8, 2023.

Some concerns were expressed by the administration about some of the recommendations. A provision for accessing information was also discussed and approved. He thanked his colleagues for their in-depth and thoughtful discussions. More discussions on the balance of power will be forthcoming in following committee meetings. Councilor Scott invited Councilor Pineda Neufeld to express some concerns she had. She spoke about allowing more time for department heads to transition into their new positions and to develop relationships with the Council. Several items were kept in committee for additional discussion, including the CPX lease agreement and the UCH-TIF and he asked members to contact the administration with any questions on the latter. He reported that $38.8 million in free cash has been certified by the state. Councilor Burnley asked how much money would be allocated to the safe consumption site and Councilor Kelly explained that the start up cost for that has been earmarked in another stabilization fund. Councilor Wilson \ldblquote named and shamed\rdblquote the 3 companies involved in the massive opioid settlement, (Walmart, Teva and Allergan).\cf1\f1\par }

More discussions are expected on damage done to vehicles by rats, the use of carbon monoxide in combating rats, and the relocation of Smart boxes. Liaison Carrillo noted that there are twenty SMART boxes in East Somerville. Councilor McLaughlin commented that the Rodent Committee was informed that there are no SMART boxes in East Somerville, to which Liaison Carrillo replied that the committee was misinformed. Councilor Kelly asked that the Administration provide any updated information to the committee for its next meeting. (See item 10.2).\cf1\f1\par }

The Winter Hill School will be having an extensive evaluation to determine the structural integrity of the facility. She spoke about submitting the MSBA application, the 1895 building, complaints of noise emanating from the East Somerville Community School HVAC system, school IT capabilities, building maintenance documentation, ESCS fa\'e7ade repairs, and the condition of the Cummings School. Councilor Gomez Mouakad believes that the 1895 building may be address in the Capital Projects Plan. Councilor Davis spoke about the maintenance tracking system that was built in-house by DPW staff.\par \cf1\f1\par }

He also noted that rumor has it that the city is considering firefighter transfers form other communities. He expressed his displeasure at this since it would circumvent the process of applying through the normal channels, i.e., Civil Service. He is also looking for an explanation of why it\rquote s so hard to hire firefighters in Somerville. Councilor Scott said it\rquote s important to note that Civil Service appointees have the right to transfer to other communities with the approval of the appointing authorities and he believes that it\rquote s important for the Council to be involved in the appointment of firefighters.\cf1\f1\par }
