Director of Economic Development Rachel Nadkarni said the parcel has been vacant since 2007. The Winter Hill Neighborhood plan was drafted in 2017 and the city utilized urban renewal for this site and adopted a plan for it 2021. Due to asbestos contamination at the site, underground parking is not an option. The project will consist of two buildings with a total of 288 rental units, with 132 of those being affordable units. Director Galligani noted that the project has a shortfall of about $13-20 million due to increased costs and interest rates, making the project unfeasible as it stands now. Manager of Housing Development Alexis Turgeon spoke about a tax increment financing program, Urban Center Housing Tax Increment Financing, (UCH-TIF), explaining how it works and what the requirements are. This project aligns well with UCH-TIF and this may be a way to get the project built. \par Director Nadkarni gave the timeline for the project, saying that it would be before the ZBA in 2023 and construction should begin in the winter of 2023. She noted that Walgreen\rquote s will be relocating to its original site on Broadway.\par \pard Councilor Scott asked if a provision could be added to prevent the developer from skyrocketing the rents down the line and Director Galligani said its something that can be looked at, but that doing so would add a burden on the developer.\cf1\f1\par }
